Position Description:

The primary purpose for this position is to plan, organize and direct the programs and strategic policy of the Tennessee Education Lottery (TEL) Corporation's Human Resources and Corporate Services functions, ensuring compliance with applicable federal, state and local laws and regulations and support executive level planning

Required Education: Bachelor's degree in Public or Business Administration, Human Resources or related field required
Required Experience:

Ten to fifteen years of responsible human resources management experience including five years as a senior level human resources manager; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  SPHR or PHR certification is preferred.

 

Must have strong leadership and communication skills, work well under pressure with an attention to detail, effectively juggle competing priorities, possess a strong work ethic and have excellent analytical and organizational skills.  The person in this role must demonstrate good judgment, discretion and an ability to interact effectively with staff and senior management while working in a team environment.

 

Must maintain a satisfactory driving record and a valid Tennessee Driver’s License at all times, and be able to travel intra state using company vehicle.

 

Compensation:

 

The TEL offers a generous and comprehensive compensation and benefits package, commensurate with experience and within parameters of the corporation’s compensation scale.

Responsibilities:

The following duties are normal for this job and should not be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

 

¨       Manages the Human Resources and Corporate Services functions and employees

o    Develops and ensures effective implementation of Human Resources and Corporate Services programs that support the strategic plans of the organization

o    Plans, directs, evaluates and makes recommendations regarding the operations of the Tennessee Education Lottery Corporation’s Human Resources department including organizational restructuring, employee relations, training and professional development, recruitment and staffing, benefits and total compensation

o    Plans, directs, evaluates and makes recommendations regarding the operations of the Tennessee Education Lottery Corporation’s Corporate Services department including reception / front desk operations, mailroom operations and inventory management of office supplies and forms

o    Ensures Human Resources and Corporate Services’ teams effectively serve all departments within the TEL

o    Manages the performance of direct reports, praising employees performing well and discussing performance deficiencies with employees as necessary

o    Conducts annual performance appraisals and follows up with employees as necessary

o    Ensures Human Resources and Corporate Services’ team members are properly cross-trained, enabling the departments to have adequate coverage of responsibilities during employee absences

o    Develops and monitors the Human Resources and Corporate Services department budgets

o    Leads the Human Resources and Corporate Services teams to support and translate business objectives into appropriate actions and initiatives

o    Ensures Human Resources and Corporate Services teams adhere to TEL policies and procedures

 

¨       Reviews federal, state and local employment laws and regulations to ensure corporate compliance; develops and administers human resources policies and procedures in accordance with applicable laws and regulations including but not limited to: ADA, EEOC, FLSA, FMLA, COBRA, HIPPA, Sexual Harassment and Title VII of the Civil Rights Act

 

¨       Serves on the corporation’s HR Committee of the Board of Directors and Retirement Plan Committee

 

¨       Establishes effective business partner relationships and collaborates effectively with Executive Management and senior leaders, providing appropriate reports and information as required

 

¨       Ensures employee records and documents are properly completed, securely filed and maintained according to the organization’s policies and procedures

 

¨       Coordinates the Recruitment and Staffing function

o    Ensures all internal candidates receive communication regarding positions for which they have applied

o    Coordinates all offers of employment with hiring managers

o    Develops and forwards communication to candidates not selected for employment

 

¨       Oversees the effective development and administration of Employee Compensation and Benefit plans

o    Oversees the development of an effective and competitive compensation and benefits strategy geared toward supporting employee retention and health and wellness

o    Ensures the TEL obtains the best value available for all employee benefit offerings

 

¨       Develops the TEL’s Training strategy and monitors Professional Development programs

o    Establishes effective corporate training programs focused on the development of TEL employees, ensuring employees gain the necessary skills to advance their careers, thus building a strong internal bench

o    Oversees the effective management of the Professional Development and Tuition Reimbursement programs

 

¨       Manages the Employee Relations function

o    Provides advice and assistance on employee management issues

o    Manages the employee grievance process

o    Investigates complaints of employee harassment

o    Reviews employee code of conduct matters

o    Assists and/or provides guidance with the disciplinary process to include but not limited to the documentation of employee policy violations, employee development plans and termination process

o    Manages the unemployment process

o    Assists with questions regarding leaves of absences
